The International Fund for Ukraine reaches £2 billion milestone 25/09/2025 | Igor Markic

The International Fund for Ukraine (IFU) has reached a major milestone, surpassing £2 billion (approximately €2.4 billion) in military support for the Ukrainian Armed Forces.

The announcement was made on 8 September by UK Defence Secretary John Healey MP during the 30th meeting of the Ukraine Defence Contact Group (also known as the “Ramstein format”), which brings together 50 nations, at the Ministry of Defence in London. The event was attended by NATO Secretary General Mark Rutte, Ukrainian Defence Minister Denys Shmyhal, and German Defence Minister Boris Pistorius.

This funding mechanism, administered by the UK Ministry of Defence, receives contributions from 14 nations: the United Kingdom, Australia, Canada, Belgium, Denmark, Finland, Germany, Iceland, Lithuania, the Netherlands, Norway, New Zealand, Portugal, and Sweden. The UK holds the largest share with more than £500 million. Each country pays its contributions into a common fund, which is then used either to purchase directly from the international market or to procure equipment through Urgent Bidding Rounds (UBR), ensuring compatibility with Ukrainian operational requirements.

Since June 2023, the IFU has already delivered to Ukraine:

 - over 1,000 air defence munitions, including THALES MARTLET LMM missiles and C-UAV systems such as CORTEX TYPHON and TERRAHAWK PALADIN;

 - more than 600 UAVs, both for reconnaissance and strike;

 - electronic warfare systems;

 - air defence radars;

 - tactical boats for coastal and riverine operations;

 - ammunition and/or spare parts for artillery and systems such as GEPARD, IRIS-T, NASAMS, and HAWK.

To finance its contributions to the IFU, the UK also leverages the innovative G7-led Extraordinary Revenue Acceleration (ERA) loan mechanism, which utilizes revenues from frozen Russian assets. This tool provides London with financial resources that can be allocated to support deliveries to Kyiv, including IFU-managed procurement.

The IFU operates in coordination with other assistance frameworks for Ukraine, including the Czech-led artillery ammunition initiative (€900 million for 800,000 shells) and the EU “Drone Alliance” programme (€6 billion to support Ukrainian UAV production).

The success of the IFU demonstrates how multinational cooperation can significantly accelerate the delivery of critical military equipment, with rapid procurement processes aligned to Ukrainian operational priorities. With additional deliveries scheduled in the coming months and the expansion of joint industrial production, the Fund stands as a model for coordinated international military support.
