Greenlights to the deployment of “Coalition of the Willing” troops on Ukrainian territory 07/01/2026 | Francesca Genovese

On Tuesday, 6 January 2026, during a summit held in Paris, the 35 countries of the so-called Coalition of the Willing agreed on a set of key measures aimed at ensuring Ukraine’s post-war security in the event of a ceasefire with Russia.

The Coalition’s declaration sets out its main commitments across 5 points: participation in a US-led ceasefire monitoring and verification mechanism; continuation of military support to the Ukrainian Armed Forces; the creation of a multinational force to support Ukraine’s reconstruction and provide deterrence; the assumption of binding commitments in the event of a future Russian attack; and the deepening of long-term defence cooperation with Kyiv.

Another significant development was the parallel statement by France and the United Kingdom confirming their willingness, following a ceasefire, to deploy troops to deter Moscow from a potential new invasion. The British Prime Minister specified that the two countries could also establish military hubs across Ukrainian territory, intended for logistical support, storage and maintenance of Western equipment, operational coordination, training, and ceasefire monitoring, with the aim of strengthening Ukraine’s defensive capabilities and making Western commitment visible on the ground.

It is worth noting that the meeting was also attended by two envoys of US President Donald Trump, Steve Witkoff and Jared Kushner, who were present alongside Ukrainian President Volodymyr Zelensky and other European leaders. Their participation represented a public signal of support for Kyiv, consistent with the highly theatrical nature of the Trump–Zelensky meeting at Mar-a-Lago.

However, the practical implementation of the Coalition’s commitments remains uncertain, as no operational details, timelines, or modalities were provided. Moreover, the role of the United States remains ambiguous: Washington did not formally endorse the declaration, limiting itself to political and diplomatic backing. Overall, the package of measures appears largely declaratory, highlighting the Coalition’s limitations at a time when a genuine peace prospect still seems distant.
